Allotment
The Cuttack Development Authority has shouldered the responsibility of building a new township on about 1890 acres of reclaimed land in its new Cuttack Develop¬ment Project (Abhinaba Bidanasi Kattaka) to accommodate about 1.5 lakh population in 15 sectors.
Provisions have been made for different categories of plots in the new township with provision of wide roads, open spaces, drainage, sewerage, drinking water & electricity supply lines. There is also adequate provision for public utility infrastructure like schools, health centers, market centres etc. The plotted schemes are made sector wise, which constitute residential, commercial & institutional and residential-cum-commercial plots. The applications are invited through wide newspaper advertisement.
Mode of Disposal
(A) Commercial –cum –Institutional Plots
Plots under Commercial & Institutional category are disposed by way of public auction sale through wide publicity in Newspapers. The participating bidders are required to purchase the brochure from ODA Counter and apply as per the terms & conditions of advertisement and by giving all the requisite documents within the specified time limit. The auctions are conducted as per the specified date & time in CDA Office Conference Hall in which a Retired District & Session Judge presides and the sealed envelopes are opened in presence of participating bidders.
The price quoted by each of the bidders is taken in to account for a particular plot and the said plot is allowed in favor of the bidder who has quoted the highest price. There are other terms & conditions specified in detail in the brochure and highlighted through the newspaper advertisement.
(B) Residential & Residential cum-Commercial Plots
The Authority after completion of all its process like carving of plots, preparation of brochures etc gives open advertisement in most of the leading dallies to invite application for sale of plots in its sectors, giving a specific time frame. The plots so placed for sale are of different categories basing on its sizes as below:

The Prescribed application form is always attached to the brochure. The brochure contains all the details about the plotted scheme, eligibility, mode of payment & disposal, how to apply, withdrawal of application. Handing over of possession, terms & conditions of allotment etc, has to be gone through thoroughly before filling the application form & applying for a plot. The applications forms duly filled in and enclosing all the requisite documents, fees etc are either sent through registered post or as person in CDA counter and a receipt is granted for the purpose. One has to enclose an affidavit duly sworn before the executive magistrate.
Documents Required
The completed application form must contain the following documents:
- Passport-size photograph duly attested.
- Bank Draft for initial deposit with processing fees.
- Income/salary Certificate in proof of annual income
- Affidavit sworn before Executive Magistrate.
- Certificate in proof of any reserved category.
- Proof of Income Tax return, if any, etc.
