Development of Bidanasi Triangle, C.D.A, Cuttack

Millennium city of Cuttack due to its strategic location in between two major rivers namely the Mahanadi and Kathajodi has limited scope of expansion towards North and South. Expansion towards its Eastern & Western flanks would be the only alternative to accommodate the potential growth of city in a right direction.

Bidanasi Triangle, a valuable triangular land mass with an area of 2080 acres was reclaimed and made available giving an unique opportunity for urban expanse on towards its western side because of the completion of the 15-16 kms of protective embankment along the river Mahanadi & Kathajodi i.e. from Chahata to Naraj along river Mahanadi (6.56 kms.) and from Naraj Anicut to Hariharghat (Sisu Bhawan) along river Kathajori (8.80 kms.).

Bidanasi Triangle

Area: The triangle has been constituted out of 10 Villages (2 Full + 8 parts) namely Brajabiharipur, Arilo, Bidyadharpur, Bentakar Pada, Tangarhuda, Subarnapur, Ramagarh, Tulashipur and Bidanasi with a total area of Ac.12531.665 as detailed below:

  • Total area of 10 villages- Ac.12531.665
  • Area outside the protective embankment- Ac.10129.327 (80.83%)
  • Covered under embankment- Ac.322.120
  • Area available for development within the protective embankment- Ac.2080.218

Land Utilization

Based on the Land Use Survey, conducted by Town Planning Unit, Cuttack, during May-June, 1983, the land utilization of Bidanasi Triangle was as follows.

Legal Backup

Orissa Town Planning & Improvement Trust Act, 1956 was extended over Brajabiharipur and seven part mouzas (constituting Bidanasi Triangle) namely Bidyadharpur, Bidanasi, Tulasipur, Tangarhuda, Bentakarpada, Brahmangaon and Arilo vide Notification No.2300/HUD/ TP-MP-11-1982, dated 28.7.1983. The said area brought under the purview of O.D.A. Act 1982, w.e.f. 01-09-1983 vide Notification No. 37632 /HUD, dated 31.08.1983 and included as part of TP-Estt.-65/83

Cuttack Development Area.

Interim Development Plan for Bidanasi Triangle Plan was originally formulated by the Directorate of Town Planning, Orissa, based on which the I.D.P. for Bidanasi Triangle was prepared by Cuttack Development Authority and approved by Government in Housing & Urban Development Department Vide Letter No.22564 / HUD, Bhubaneswar, dated 18.07.1985, TP-M-3/85

under Section 11 of the Orissa Development Authorities Act, 1982.

Planning Concept

Cuttack, one of the oldest towns of Orissa, has cramped with various difficulties due to organic growth and non-planned development. It is also very difficult to control the development which is coming in vacant places lying amid residential, commercial and industrial areas. Bidanasi Triangle was thought of to be developed in a systematic way, to reduce the future congestion of Cuttack City. It was planned to accommodate an ultimate population of 1, 50,000.

General plan concept of Bidanasi Triangle is based on the modern and popularly accepted concept of self contained residential units called SECTORS and a well conceived circulation pattern. The township is of linear pattern, having narrow patch with average length of 7 kms from East to West. A central traffic artery forms the main spine to which sectoral units are attached like leaves to the branch of a tree.

Sectors

Whole area is planned on ‘neighborhood principle’ with Sectors as constituent units. Each Sector is provided with two separate centers. The first centre deals with the following four dominant functions:

  • High School
  • Zonal Hospital
  • Cultural & Religious Institution
  • Public Utilities & Services like Water Supply, Sewerage Pumping Station, Electric Sub-station, zonal; Post Office, Police Out-post etc. The second centre deals with the following five dominant functions:
    1. Sector shopping area.
    2. Park
    3. Play ground
    4. Club
    5. Service Industries

All these sub-centers are to be located along the side of major roads which bound the sectors. This is because, these areas invite vehicular traffic which can be channeled through the major roads designed for the purpose.

Neighborhood Units

Neighborhood unit is a group of house large enough to afford the major amenities of urban life like school, dispensary, shopping center, center of recreation, public library and the like, but at the same time small enough to keep all these at convenient walking distance (300-400 Mtrs) for the inhabitants.

Each sector in Bidanasi Triangle Plan is sub-divided into 3-4 smaller neighborhoods with neighborhood centre combining four important neighborhood amenities as follows:

  1. Primary School
  2. Shopping Centre
  3. Dispensary
  4. Park

Central Area

A Central area is created combining all major city-level facilities needed for 1.5 lakh population along with some regional requirement for the Cuttack Urban Complex. The proposed central area of about 335 acres will have the following facilities:

  1. An administrative area to accommodate Government, Semi-Government Offices, police Station and Fire Station.
  2. An area for Educational Institution for higher learning.
  3. A Central commercial area for establishment of higher level business activity.
  4. A 500 bed Hospital.
  5. An Industrial Centre.
  6. An area for establishment of Cultural & Religious Institutions like temple, mosque, Church, town hall, theatre and the like.
  7. General post office and Telephone Bhawan.
  8. Central Electric Sub-station
  9. Bus terminus
  10. Central club
  11. A large multi-purpose playground.
  12. An Exhibition Ground.
